I found a fix that work for me and my office:
Close all document, from EDIT menu choose COLOR SETTINGS, in the SETTINGS drop down choose “Emulate Adobe Illustrator 6.0” and click OK to close the settings box. QUIT Illustrator. When you restart Illustrator and open your first document you will get an error message WITH a box to check to Ignore these errors. Click the option to IGNORE the error and you can stop pulling your hair out.
We don’t use Bridge.
Hello, I'm having this issue as well in my office. There are 10 users on the exact same hardware, but two of them can't use the outline shortcut. I have tried updating & removing drivers, uninstalling/reinstalling illustrator, removing preferences and re-adding, and editing the shortcuts in the edit > shortcuts menu. I too can't even enter ctrl - shift - O into the shortcut editor, it stays blank. When I do a major uninstall of either drivers or Illustrator the ctrl - shift - O works for the very first outline but then stops working again.
Everyone is on Windows 10 with Radeon R7 450 GPU

What operating system are you on?
Do you have any cllipboard enhancers or any plug ins installed that modify your OS or Adobe products?
Does this happen even if you copy a simple vector shape?
Is the Adobe Cloud app up and running without error?
The document needs to be in the folder:
Mac : {user}:Library:Application Support:Adobe:Adobe Illustrator {version}:{lang}:New Document Profiles
Win : {drive}\Documents and Settings\{user}\Application Data\Adobe\Adobe Illustratorn {version} Settings\{lang}\New Document Profiles
Those folders are hidden by default. Please refer to your system's documentation on how to show them. So you might need to save the file somewhere else first and then move it to that folder.
Ah, Monika! That was exactly what I was looking for:
The folder mentioned by you (which is btw. not invisible on my Mac system) is containing the whole shebang of "defined default documents" used as basic for any new document to be opened (e.g. print.ai, web.ai, mobile.ai) - and they can beedited.
So, instead of clumsily creating a "new document style" I can simple open those default documents, kill all unneeded colours, brushes etc. and now every time I create a new document (e.g. "print"), they're no longer there.
I have tested and can approve this procedure.
So thanks a lot for your kind response - although not exactly the road you wanted me to take, your hint helped me to solve my problem!

I have a poster I'm creating (In Illustrator) that has a bottom rounded rectangle (black) and a top rounded rectangle (blue); and I want to add shapes to the blue rectangle that go off the edge of it and have the edges hanging off of it go away so all you see is the shape on the blue and then the black rectangle. I've tried putting the blue rectangle on top of the shapes and making a clipping mask (I watched all the tutorial videos I could find here), but it makes my blue rectangle loose its round corners, and it dissapears even though it is on top of the black rectangle (and yes, I did select it and make sure the fill was blue). I did go in and check the settings and it says it has round corners, but you can't see them. I'm assuming I just have something wrong in the layers, but I can't figure it out. Or is there another way to take the edges of the top shapes away so you only see the part on the blue? It seems like it should be an easy thing....

No, paying by the minute/hour/time-of-day is not one of the Adobe plans.
I am discovering this same issue right now. The weird thing is that the list shows up in Photoshop CS6, but not Illustrator CS6. Other than typing in the name of the font directly, the only scroll I can do is hitting the UP-Arrow and DOWN-Arrow keys. It's better than nothing for now.
I'm trying to get a more precise selection arrow. See linked video for an example. I'm trying to select the pink shape. Even though the pointer is directly over it, it selects one of the blue shapes in front. I know I can just zoom in and select it, but I'm wondering if there's a setting I'm missing somewhere to select more precisely. Using Illustrator CC 2018.

You can't turn off color management. Learn it. Otherwise Illustrator will still do its stuff, only you won't have any options to change it.

It seems like Mac OS High Sierra is causing me personally nothing but problems..... I am using a Macbook Air mid 2011 and I'm working on a project and downloaded a pattern from a website (I've done this many times before). I remove the company information (allowed by the stated creative commons) and then each time I try to turn the pattern into a "repeat pattern" I get the color wheel of death and then end up having to force quit illustrator because it is not responding. I had to unistall/clean my adobe products twice now. I just need to make a quick pattern, this usually takes me no more than a few minutes, and that's because I'm indecisive about the scaling for whatever dollhouse I'm working on at the time.

Correct, Photoshop is fine with us too. Disappointing to say the least. We have 34 workstations with the latest CC Master installed on those but this particular workstation has some extremely customized settings making the upgrade to what we have on the other 34 stations NOT feasible as the prevision responded suggested. We are really in search of a solution to the problem and hopefully someone will be able to offer a solution soon.
I should have been more precise and put a disclaimer on my fix. We create files to send to vinyl cutters. Most of our files were created in 2008, have no linked files and do not need color management. It’s only after upgrading Illustrator to CC that these irritating error messages started popping up every time we opened an older file. The resolution I mention above is only for those who do not need color management.

With that old machine you don't need to use High Sierra. Illustrator CS6 is not compatible with it. You can downgrade the system.
